Most delays on Türkiye’s road export corridors happen at the border, and the cause is
usually a missing or inconsistent document rather than the vehicle. This page sets out the
document set and the mistakes that cause waiting.
The standard document set
- CMR consignment note — the contract document of international road
carriage; it records who hands over the goods and to whom they are delivered. - Commercial invoice — the nature and value of the goods.
- Packing list — package count, dimensions and weights.
- Certificate of origin — where the goods were produced; it directly
affects the duty rate in the destination country. - Transit declaration (T1) — opened when the cargo passes through a
country without being unloaded there. - ATR / EUR.1 — movement certificates used under preferential trade
arrangements.
What actually causes waiting
Border formalities are checked twice: once when the Turkish declaration is closed and
again when the destination or transit country processes the entry. Any inconsistency
between the two — a gross weight on the invoice that does not match the packing list, a
commodity description that does not match the tariff heading — turns into an inspection and
an inspection turns into a queue.
The practical consequence is simple: the document set is completed before loading, not at
the gate.
Commodity-specific requirements
Some goods need a conformity certificate, a health certificate or an import permit in the
destination country, and these requirements change from time to time. We check whether the
cargo can be shipped before the vehicle is planned, rather than discovering it at the
border.
